The long story short is that Turbo Boost 2.0 allows the processor to increase the power consumption temporarily above the TDP rating to achieve higher performance. It manages this by accumulating “energy budget” during periods of idle time that can be deployed when necessary during periods of high load.

The performance uplift is most notable in multi-threaded benchmark applications which would typically be heavily constraint by the default power limits. We used the 280mm Corsair H115i water cooler with the fans cranked to full blast for testing, and just like with the 10900K, the 10850K pushed up to 100C during any type of AVX stress test. That results in thermal throttling that reduces performance over long-run benchmarks. As such, more capable coolers, like 360mm AIOs and custom loops, could expose yet more performance - and power consumption. In more lightly threaded workloads, the 10850K actually seems to use less power, which might indicate that this could be a current density issue being the prime factor in binning.

All turbo modes and power modes above that are not covered by warranty. Intel kind of screwed this up with the Tiger Lake launch in September 2020, by refusing to define a TDP rating for its new processors, instead going for a range. Obfuscation like this is a frustrating endeavor for press and end-users alike. Modern high performance processors implement a feature called Turbo. This allows, usually for a limited time, a processor to go beyond its rated frequency. Exactly how far the processor goes depends on a few factors, such as the Turbo Power Limit (PL2), whether the peak frequency is hard coded, the thermals, and the power delivery. Turbo can sometimes be very aggressive, allowing power values 2.5x above the rated TDP. So in the end we had to settle for DDR4-4266 CL17. This is the same frequency as our XMP but with slightly better memory timings. The 10850K model name doesn't have an F suffix. Non-F CPUs contain integrated graphics, and a separate graphics card isn't required if your motherboard includes video-output connectors (e.g., HDMI).

However, that won’t stop us trying to squeeze out more performance. There are two things we can still tune. All models support up to DDR5-4800 or DDR4-3200 memory, and 16 lanes of PCI Express 5.0 + 4 lanes of PCIe 4.0. There isn't much to chew over here. Compared to the Core i9-10900K, the i9-10850K comes with an across-the-board 100 MHz reduction in the base and boost frequencies. The ten-core 20-thread chip runs at a 3.6 GHz base frequency, peaks at 5.2 GHz, and retains all of Intel's normal boost mechanisms (like Turbo Boost 2.0, 3.0, and Thermal Velocity Boost).

It's rational to assume the availability issues stem from the 10900K's position at the top of the Comet Lake-S binning chart – it's a premium-binned chip and there simply might not be enough chips coming out of that fabs that land on the higher end of the binning distribution, making it hard to satisfy demand. The resulting price gouging only serves to widen the pricing gap between Intel's halo model and AMD's competing chips that already hold several key advantages. Stress tests often don't correlate to real-world heat output, though, and we recorded a peak of 91C during an extended multi-threaded y-cruncher workload (AVX heavy). The factory set vf curve of this Core i9-10850K is defined from 8x ratio up to 52x ratio as 52x is the highest default turbo ratio available on this CPU. For any ratios higher than 52x the CPU will set the same voltage as for 52x.
