Zinsser Perma-White Interior would be a good product for this environment. Wewould recommend Zinsser B-I-Nto prime the varnish first though, followed by 2 coats of the Perma-White. This is a common problem. It is likely the paint used previously is allowing moisture through to the plaster walls and ceiling causing the flaking, i.e. loss of adhesion. During winter the plaster has been absorbing moisture leading to the flaking problem. The ceiling will need to completely dry out before any painting is carried out. Leaving windows and the bathroom door open as much as possible, minimising use of the shower etc will help speed up the drying out process.
